Exploring the political feasibility of technology-oriented agreements and their compatibility with cap-and-trade approaches to address climate change This study has been performed within the framework of the Netherlands Research Programme on Scientific Assessment and Policy Analysis for Climate Change (WAB), project 'Compatibility of technology-oriented and cap-and-trade approaches for international post-2012 climate policy'. Scientific Assessment and Policy Analysis (WAB) Climate Change The Netherlands Programme on Scientific Assessment and Policy Analysis Climate Change (WAB) has the following objectives: • Collection and evaluation of relevant scientific information for policy development and deci-sion–making in the field of climate change; • Analysis of resolutions and decisions in the framework of international climate negotiations and their implications. WAB conducts analyses and assessments intended for a balanced evaluation of the state-of-the-art for underpinning policy choices. These analyses and assessment activities are carried out in periods of several months to a maximum of one year, depending on the complexity and the urgency of the policy issue. Assessment teams organised to handle the various topics consist of the best Dutch experts in their fields. Teams work on incidental and additionally financed activities, as opposed to the regular, structurally financed activities of the climate research consortium. The work should reflect the current state of science on the relevant topic. The main commissioning bodies are the National Environmental Policy Plan departments, with the Ministry of Housing, Spatial Planning and the Environment assuming a coordinating role. Work is also commissioned by organisations in society playing an important role in the decision-making process concerned with and the implementation of the climate policy. A consortium consisting of the Netherlands Environmental Assessment Agency (MNP), the Royal Dutch Meat Utrecht University , as a deliverable in the WAB project " Compatibility of technology-oriented and cap-and-trade approaches for international post-2012 climate policy' ".
